Terms & Conditions

U.S. Contractor Administration (USCA)
Effective date: August 10, 2026

These Terms & Conditions (“Terms”) govern use of the websites, applications, and services offered by U.S. Contractor Administration (“USCA,” “we,” “us,” or “our”). Please read them carefully. By purchasing a service, submitting an order that expressly references these Terms, or otherwise using our services, you agree to these Terms, subject to applicable law. Simply visiting our website does not require you to purchase our services.

1. Our Company and Independent Status

USCA is a privately operated, independent professional-services business offering SAM.gov registration and renewal assistance and other government contracting and business administration support services. USCA is not a government agency, is not affiliated with or endorsed by SAM.gov or the U.S. General Services Administration, and does not have governmental authority to approve registrations or awards.

SAM.gov registration, updates, and renewal are available directly through the U.S. government free of charge. USCA’s fees are for our optional assistance, administration, and support services—not for access to SAM.gov and not for a government filing fee. Customers may choose to use SAM.gov directly without hiring USCA.

2. Scope of Services

The specific services you purchase are described on the applicable order form, checkout page, invoice, proposal, or written service agreement (collectively, the “Order”). Services may include registration and renewal assistance, preparation or review of business information, administrative guidance, account-related support, and additional government contracting services as we make them available.

Unless expressly included in your Order, services do not include legal representation, tax advice, accounting services, government certification, grant writing, bid preparation, contract award assistance, or a promise of ongoing monitoring or support. Additional services may have separate terms or prices disclosed before purchase.

USCA may use qualified personnel, contractors, and business service providers to fulfill the services described in your Order, subject to applicable confidentiality and privacy obligations.

3. Eligibility, Authority, and Accurate Information

By requesting services on behalf of a business or organization, you represent that you are at least 18 years old and authorized to submit its information, enter into the Order, and make relevant payments. You agree to provide complete, accurate, and timely information and documents, review requests for confirmation, and notify us promptly of relevant changes.

You remain responsible for the truthfulness of statements, certifications, and representations made in government registration systems, as well as for maintaining your organization’s appropriate access, roles, and authorizations. When required, you agree to complete necessary identity verification or designate authorized government-system roles. USCA will act only within the authority granted by you and the rules of the applicable platform.

Please do not send government account passwords, payment card details, or other sensitive credentials by ordinary email or text message.

4. Government Systems, Decisions, and Processing Times

Government agencies and third-party platforms—not USCA—control their own validation procedures, technical availability, review periods, eligibility decisions, registration status, and approval or rejection decisions. We do not guarantee that a registration, renewal, certification, grant, procurement opportunity, contract award, or other government outcome will be approved or obtained.

Any stated processing times are estimates unless expressly guaranteed in a separate written agreement. Actual completion may depend on receipt of complete information, your cooperation, government reviews or validation, system availability, holidays, and other factors outside our reasonable control. We will use commercially reasonable efforts to perform the services purchased, but USCA cannot control official government processing timelines.

5. Orders, Pricing, and Payment Authorization

Prices and the scope of services are presented at the time of purchase or in the applicable written Order. Unless an Order expressly states otherwise, a fee identified as a one-time service fee is not an automatically recurring subscription. Any recurring service must be separately disclosed and authorized before being charged.

By placing an Order and submitting payment information, you represent that you are authorized to use the selected payment method and authorize USCA and its payment processor to charge the disclosed total amount for the services ordered, including any taxes expressly shown at checkout. You agree to provide accurate billing and contact information. For invoice-based orders, applicable payment terms will be stated on the invoice or in a separate written agreement.

USCA may decline or delay an Order when authorization, payment, identity, required documentation, or requested information cannot be verified. Material pricing errors will be corrected before further processing where practicable; your remedies will not be reduced below those provided by applicable law.

6. Cancellations and Refund Policy

USCA offers the following refund protections for service orders submitted through its website, consistent with the policy in effect before these Terms were revised:

  1. Within 48 hours of submission: A refund request will be honored for any reason.
  2. Within 15 calendar days of submission: A refund request will be honored if you are dissatisfied with the services provided.
  3. Within 30 calendar days of submission: A refund request will be honored if USCA is unable to complete the agreed services due to an error or failure attributable to USCA.

To request a refund or cancel an Order, contact us.support@contractoradministration.com and provide your business name and order or invoice reference, if available. Approved refunds will be returned to the original payment method where reasonably possible; your financial institution may require additional time to post the credit.

These provisions do not eliminate any rights or remedies provided by applicable law. After the stated windows, USCA may review exceptional requests individually but is not required to approve them except as mandated by law or another written agreement. A government agency’s delay, third-party validation issue, or decision outside USCA’s control is not, by itself, an error attributable to USCA.

7. Customer Communications and Appointment Scheduling

You agree to provide an accurate email address and other contact information necessary for your service. We may send administrative correspondence regarding orders, scheduling, documentation, payment, support, and service delivery through lawful communication channels.

Appointment availability is subject to scheduling and operational constraints. If an appointment must be rescheduled, we will make reasonable efforts to communicate available alternatives. For SMS communications, the separate consent and opt-out rules in Section 8 apply.

8. SMS Terms of Service — Customer Care and Account Notifications

If you voluntarily opt in to receive SMS messages from U.S. Contractor Administration (USCA), you agree to receive customer care and account notification text messages relating to your requested services. Messages may include:

  • Appointment confirmations, reminders, and scheduling updates;
  • Responses to customer service questions and requests;
  • Registration application follow-ups and service updates; and
  • Account notices, including upcoming SAM.gov registration expiration and renewal reminders for existing customers.

Message frequency may vary based on account activity, customer inquiries, and service needs. Message and data rates may apply.

  • Opt out: Reply STOP to any USCA SMS message at any time. You will receive an opt-out confirmation as applicable, and further program messages will stop unless you opt in again.
  • Get help: Reply HELP, visit https://www.contractoradministration.com/, or email us.support@contractoradministration.com.
  • Voluntary consent: Agreeing to receive SMS messages is not a condition of purchasing any USCA service.
  • Delivery: SMS delivery is subject to carrier availability and network conditions. Carriers are not responsible for delayed or undelivered messages.

USCA will not treat consent to customer care and account notification messages as permission to send unrelated promotional SMS. If we introduce promotional text campaigns, we will seek any additional consent required before sending those messages.

Privacy: See our Privacy Policy for details about how mobile numbers and SMS consent are protected. No mobile opt-in or text message consent will be shared with third parties or affiliates.

9. Website Use and Prohibited Conduct

You may use our websites and applications only for lawful purposes. You must not submit false information; impersonate another person; attempt to access accounts or systems without authorization; distribute malware; interfere with the operation of our services; scrape or harvest protected information in violation of law; or use our services in a way that infringes another person’s rights.

We may suspend or restrict access where reasonably necessary to protect customers, prevent fraud, preserve system security, or address material violations of these Terms, subject to applicable law and any refund rights.

10. Intellectual Property and Permitted Use

Unless otherwise indicated, USCA and its licensors own the website’s design, original content, branding, software, and other protected materials. You may access and use these materials for your personal or internal business purposes connected to our services. You may not reproduce, distribute, resell, or commercially exploit them without permission, except as allowed by law.

You retain ownership of information and materials you submit. You grant USCA the limited permission necessary to use, transmit, store, and process those materials to perform the requested services, communicate with you, meet legal obligations, and administer the business, in accordance with our Privacy Policy.

11. Third-Party Services and External Links

Our services may involve government platforms, payment processors, scheduling services, cloud providers, and other independent services. Those providers may have separate terms and privacy policies. USCA is not responsible for changes, outages, or decisions made by government agencies or independent third parties that we do not control, except to the extent required by law or a separate written agreement.

12. Privacy and Information Security

Our collection and handling of personal and business information are described in our Privacy Policy. We use measures intended to safeguard information, but no online service or transmission can be guaranteed completely secure. You are responsible for maintaining the confidentiality of your own account access credentials and promptly reporting suspected unauthorized activity.

13. Disclaimers

USCA provides its website materials for general informational purposes and its professional services within the scope stated in the applicable Order. While we seek to provide accurate and useful information, laws, regulations, registration requirements, and government system instructions can change without notice. You should verify significant official requirements directly with the relevant government agency.

To the extent permitted by applicable law, our websites and generally available materials are provided on an “as available” basis, and we disclaim implied warranties that may otherwise apply. Nothing in these Terms excludes warranties, duties, or consumer protections that cannot lawfully be disclaimed.

14. Limitation of Liability

To the fullest extent permitted by law, USCA will not be responsible for indirect, incidental, special, or consequential damages, or losses arising solely from decisions, delays, or outages of government agencies or independent third-party platforms that we do not control. Any limitation of direct liability relating to a particular paid service will not exceed the amount paid to USCA for that service, except where such a limitation is prohibited by law.

Nothing in these Terms limits liability for fraud, intentional misconduct, or other conduct for which liability cannot lawfully be restricted, or limits your rights under the refund policy in Section 6.

15. Indemnification

To the extent permitted by applicable law, you agree to reimburse USCA for reasonable third-party losses or claims arising from your deliberate misuse of the services, knowingly false or unauthorized submissions, or material violation of these Terms, but not to the extent those claims result from USCA’s own negligence, misconduct, or breach of legal obligations.

16. Suspension, Termination, and Survival

You may stop using our websites at any time, subject to existing service obligations and the refund policy above. We may suspend or terminate access for material misuse, nonpayment, legal requirements, or security risks, while honoring obligations that survive termination, including payment, privacy, refunds, intellectual property, and dispute-resolution provisions as applicable.

17. Governing Law and Disputes

Unless a separate written agreement provides otherwise, these Terms are governed by the laws of the State of Delaware, without regard to conflict-of-law rules, except where mandatory laws of another jurisdiction apply. Before commencing formal legal proceedings, we encourage you to contact us to seek a practical resolution. Nothing in these Terms prevents you from exercising rights that cannot lawfully be waived.

18. Updates to These Terms

We may update these Terms to reflect changes in our services, practices, or legal requirements. Changes will be posted with a revised effective date. Material changes will apply prospectively as required by law, and any order-specific written agreement controls where it expressly conflicts with these general Terms.

19. General Provisions

If any provision is found unenforceable, the remaining provisions will remain in effect to the extent permitted by law. A failure to enforce a provision is not a waiver of the right to enforce it later. These Terms, the applicable Order, and incorporated policies or separate written agreements constitute the agreement applicable to the services purchased; in case of a conflict, expressly negotiated written terms in an Order control for that Order.
